There is a stable gnupg FormMail script, GSecure.cgi, at
     http://www.p-kotech.com/secureorder.html

Maintainers Birznieks and Liu may have related info.
Other scripts such as Soupermail exist; is anyone using a 
more sophisticated approach in an enterprise/infrastructure 
setting?
