OpenKeyserver software?

Does anyone has a positive experience sendig gnupg keys to keyservers
operating in the keyserver.net network (or others running the software - the
OpenKeyserver)? I tried various way to use it and the only way it works it
is using web proxy. If anyone can confirm this pr deny - against
keyserver.icm.edu.pl and then any other keyserver of keyserver.net network
I'd be very graceful.
