That is a Postscript file. It may be viewed on a UNIX/Linux machine using
Ghostview:

  gv filename.ps

or using xpdf on Linux:

  xpdf filename.ps

On windows, you will need to download and install Ghostscript for Windows,
which includes Ghostview. The last time I did this the installation process
was a little more complicated than the typical windows install. It may be a
little simpler now.
