You can also use a string with the algorithm name.  Using 3 is not a
good choice becuase it is the deprecated id for an sign-onl RSA
key. The next version will give you a chance to set keyflags for all algorithms.

The problem is that RSA key generation is disabled but GnuPG knows
that it can handle RSA.  The next version will come with RSA key
generation enabled.
