That is not true.  Afaik, all implementaions use the OpenPGP defined
format for the keyrings but there is no reason for them to do so.
OpenPGP is a transport protocol and not a file format.

Actually, GnuPG 1.1 will change the format of the keyrings.  You
SHOULD use the commands --export and --import to process keyrings in
the OpenPGP format.

Even today, you should never exchange the keyrings because they contain
local and confidential information (local key signatures, trust
packets, maybe more).  This has always been the case since PGP 2.
