This is a problem with the keyserver.net servers. (Or, at least, the
way their HKP implementation interacts with gpg's).

Try another keyserver instead, e.g. horowitz.surfnet.nl. Most of the
keyservers exchange keys with one another, so uploading it to one
should be enough.
