Right.  I checked with Hal Finney to use this becuase we were sure
that no other implemtations did use those algorithms.   Using
--force-mds will do what the name says but don't complain if the
recipient can decrypt it.

The soon to be released next I-D will introduce a Feature flag which
will allow an implementation to announce its MDC capability.  Actually
the last one already did this but the I-D expired in April and has
been removed from the ftp servers
