A bunch of these key servers are actually the same machines.
certserver.pgp.com = keyserver.pgp.com = pgpkeys.mit.edu.
europe.keys.pgp.com = horowitz.surfnet.nl
(Randy Harmon and I convinced PGP to put a second seperate key server in
the default keys in PGP, which is a good thing.)
I believe that there are things in the works to get keyserver.pgp.com
sync'd with horowitz.surfnet.nl, which would solve a lot of the problems,
because I believe Teun has horowitz.surfnet.nl syncing with just about
every other major key server on the net. (Though I could be wrong.)
In the mean time, sending your keys to both of those servers will pretty
much take care of almost everyone using PGP or GnuPG.
