You have two options; either make the gpg binary setuid root so it can do
memory-locking (preferred), or have simply have gpg not print out the
error message by putting the following line in your ~/.gnupg/options file:

no-secmem-warning

Note: this option is not documented in the 0.9.9 manpage.
