It declares a revocation key. That is a key which may be used
alternatively to revoke the key:

So here, the DSA key identified with the fingerprint
3FC732041D23E9EA66DDB5009C9DBC21DF74DC6
may revoke Phil's key. May be this key is not published yet; which
makes sense.
GnuPG can't handle this yet.
