docbook and the man page

I have obtained the replacement man page, and replaced the original in the
source tree before running `make install`.  After `make install`, I did
not have a manpage, as it complained about not finding docbook-to-man.  I
have also obtained docbook-to-man, but I am not sure what to do with it,
as I have never needed it for installing man pages before.  Guidance is
appreciated.
