Libassuan API V2 vs V3 and pinentry

I see, we should relese a new Pinentry.  I think for all other
components we relaxed the requirement and allowed API version 2 and 3.

Technically the change in Libassuan is an API break but all our
components are not affected.

Are you sure that you are building Pinentry 1.3.0 ?  m4/libassuna/m4
should have a Last-changed line of at least: 2023-07-26
