No problem, so please add explicit --enable-qt-apidocs or
--enable-apidocs to explicit enable this, also fail if doxygen is not
installed while explicitly enabled.

The implicit behaviours introduces different build sequences for
different environment and we want to avoid that.

For now, I export DOXYGEN= to disable this path.
