Right, this is what you should do.  However, it does not matter in
practice when using gpg (gpgsm is a bit better in this regard).  The
idea is that we can improve gpgme and all applications would benefit
from that improvement. 
What is missing in gpg is a server mode so that gpg can be run by gpgme
as a coprocess.  There is some very basic support for this but it is far
from being complete.  Up until now there was no real pressure to finish
that feature.
