PyGPGME support for GPGME 1.4

Hi James,

The next version of gpgme will have support for the new pinentry-mode
feature.  I hacked some support for pygpgme to support this.  I don't
know the details of the Python C module build system so what I did is to
provide the API always but to throw a runtime error if pygpgme has been
build with a GPGME version < 1.4.0.

Will you be so kind to consider the attached patches?  I have no clue
about bzr so I used a little script by Bart Trojanowski to create the
patches [1].
