add pkgconfig support to libksba and libassuan

Hi all,

Attached are two patches that add pkgconfig support to libksba and 
libassuan.

These two packages don't deliver pkgconfig (.pc) files, but I think they 
should. This is useful when somebody wants to use a unified interface 
(pkg-config) to query packages in his system.

Sorry if I'm sending this to the wrong ML. (If so, could someone tell me 
which mailing list I should go to?)
