PO Compiling errors

When trying to compile the STABLE-BRANCH-1-4, I getting an error during the
make process within the po directory (gosh how I hate gettext-related
errors!!).  I'm just wondering if this is because various po files are
missing from gnupg or this represents a true gettext error:
