SCUTE and library versioning

Hi all,

since it seems like my FSF assignment forms never reached FSF I guess
I'll speak in text rather than code even though I have already a patch
to solve the issue locally.

Right now SCUTE installs as a standard, libtool versioned library; but
versioning is usually provided for ABI compatibility, and libscute's ABI
is supposed to be a standard PKCS#11 one. Avoiding the version should be
well enough for this kind of library. I'd also suggest declaring it as
installed on pkcs11dir so that it gets installed where other PKCS#11
providers are.
