[gpgme] hidden recipient support

Hi,

I know it's not a very important issue, but I would like
to ask for --hidden-recipient support in gpgme. It's not
that much in use, but still some user frequently use it
and because gpgme has no support for it, all kind of gpgme
front-ends, include WinPT[1], have no chance to offer the
anonymous recipient mode for encryption.

If time is a problem, I would create a patch which could
be, after inspection, comitted to the svn repository.
