Windows installation crashes

I uninstalled version 1.4.2 via the Control Panel (of Windows 98SE) and 
ran gnupg-w32cli-1.4.2.2.exe thereafter. If I choose NLS in the 
installation wizard, the program crashes after I press Next. I get the 
following details:

GNUPG-W32CLI-1 caused a general protection fault
in module KRNL386.EXE at 0002:00005c48.
