Thanks for tyhe insight.  From the API reference it is not clear now
the charset mess works.  Several translators already asked what to do
because theu identified that 2 different charsets are used - this is
especially important for the Latin-2 countries.

I will work on this for 1.2.3 and it is no really big deal becuase we
have an extra source file for windows to do the tranlation.  However
it is onerous to code and test for Windows :-(
