If the partner using Network Associates PGP 7.1.2 on a mainframe platform, (MVS, OS/390, z/OZ), then this is a know default code page issue - have them switch to US ASCII as the default code page.

It appears that there are 3 characters that are being translated improperly
between GnuPG and PGP:

The following clear text that was encrypted with GnuPG 1.2.1 and sent to
trading partner:

The following is what trading partner gets when they decrypted with Network
Associates PGP 7.1.2:
~!@#$%¬&*()_+`ݨ\;',./{}|:"<>?_+-=
Is this a bug, user error or Incompatibility in products ????
