[ ] ^ Incompatibility Network Associates PGP 7.1.2 vs. GnuPG 1.2. 1

It appears that there are 3 characters that are being translated improperly
between GnuPG and PGP:

The following clear text that was encrypted with GnuPG 1.2.1 and sent to
trading partner:

~!@#$%^&*()_+`[]\;',./{}|:"<>?_+-=



The following is what trading partner gets when they decrypted with Network
Associates PGP 7.1.2:

~!@#$%¬&*()_+`ݨ\;',./{}|:"<>?_+-=


Is this a bug, user error or Incompatibility in products ????
