Gpgme Error No Recipients

Hi

We are using GNUPG encryption on Unixware. When run from command line
the encryption/decryption happen fine. 
But when the same program we put it in /etc/inittab as a background
process, we get the error
"Gpgme Error No Recipients". What could be the problem ?
