That is the dummy handler for *DSA* decryption, which does not make
much sense of course.  I added an additional test so that we get a
more useful error message (unusable pubkey algorithm).

Strange, which software was used to encrypt using DSA?  Probably the
algorithm identifier was not set correctly.
