multiple jnlib's in CVS

Dear all,

I am wondering why jnlib is in several
CVS directories (gnupg, gpa, gpgme).
To my understanding the sources
should be managed at only one place
even if it is a small library (as the
README says).
Distributed over several places
things could get out of sync.

I came across this because the jnlib of
gpgme misses a Makefile.am
