GPGME runs under Windows

Hi,

after some days of hard work and a lot of curse and swear, I
succeded in making gpgme run under Windows.  It runs at least on
Windows 95 which is the only version I have available but there a
good chances that it does work on all other W32 platforms.

This is probably good news for WinPT.  Timo:  You need the latest
CVS version of gpgme and the latest GnuPG CVS -r STABLE-BRANCH-1-0

So, now let's see how we can bring  COM+ into the play....
