Another AIX build problem

That is easy:  You don't need the extension modules. So I suggest that
you go into cipher and do a "touch rndlinux tiger" and  configure with
./configure --with-static-rnd=unix

replace unix by egd if you installed this one.
That is not a perfect solution but it should help.
