It occurs in (2) for me, never seen it in (1).
gpg, gpg-agent: 2.5.16
libgpg-error: 1.58
libassuan: 3.0.2
libksba: 1.6.7
libnpth: 1.8
Same happens if I import the secret key into gpg and then try to use
gpg --decrypt on the encrypted message from the .eml file.
