libgcrypt "allow to" comment fixes

libgcrypt contains several instances of ungrammatical English phrases 
like "This allows to keep it uninitialized", where grammatical English 
would be something like "This allows keeping it uninitialized". I 
noticed this when correcting some grammar in Emacs and Gnulib comments. 
Proposed libgcrypt patch attached.
