T7338: Make SHA1 non-FIPS and differentiate in the SLI

Hello,

This is the last one to make SHA1 non-FIPS.  But, I hesitate to apply
this for 1.11.  I feel that it's good to create a branch for 1.11 and
apply this to master, and then continue on updating tests/basic.c,
tests/pkcs1v2.c, etc to be 1.12.

If we agree, let us push patches so far except this one to master,
and create a branch of 1.11 (LIBGCRYPT-1.11-BRANCH).
