constification patch

[ZIGLIO, Frediano, VF-IT]

Hi,
  I wrote a similar patch for the same issue some time ago but it seems
lost. Perhaps it was too intrusive so I decide to restart again and send
the small and very easy changes first. Here you are the patch. The old
one include constification for all cipher/md/pubkey lists too.
