That one is outdated; we have not yet agreend on a final definition
for the W32 ABI.

As of now you may only use a cross compiler:  The latest CVS
LIBGCRYPT-1-2-BRANCH simply needs:
  
  ./autogen.sh --build-w32 && make

this should also work on a mingw/MSYS installation (www.mingw.org).
